The rules that govern the Oman Fencing Committee — how the board is elected, how decisions are made, how finances are audited, and how disputes are resolved. Published under OFC transparency policy.

Article 1 — Name and Legal Status

The committee is known as the "Oman Fencing Committee" (OFC), a sports body operating under the umbrella of the Oman Olympic Committee (OOC) and recognised by the Ministry of Culture, Sports and Youth. The OFC is a member of the International Fencing Federation (FIE) and the Fencing Confederation of Asia (FCA).

Article 2 — Objectives

The OFC develops the sport of fencing across Oman in its three weapons — foil, épée and sabre. Core objectives: grow clubs and participation, qualify Omani athletes for international events, train coaches and referees, organise national championships, and represent Oman at Arab, Asian and world level.

Article 3 — Membership

Membership is open to fencing clubs licensed in Oman, registered athletes, certified coaches and referees. Clubs must meet minimum facility, coaching and insurance standards published by the committee. Athletes and officials register annually.

Article 4 — Board of Directors

The OFC is governed by a Board of seven members: a President, a Vice-President, a Secretary, a Treasurer, and three board members. Terms run for four years. Vacancies arising mid-term are filled by board appointment until the next general assembly.

Article 5 — Elections

Board elections are held every four years at a General Assembly. Candidates must be Omani nationals, hold no outstanding disciplinary sanction, and secure nominations from at least two licensed clubs. Election procedures, ballot secrecy, and appeals follow the FIE model rules.

Article 6 — Meetings and Quorum

The Board meets at least once per month. A quorum is four members, one of whom must be the President or Vice-President. The General Assembly convenes annually, with quorum of one-half of eligible member clubs present in person or by proxy.

Article 7 — Finance and Audit

The committee's finances comprise annual grants, membership fees, sponsorships and event revenue. Accounts are maintained to standards approved by the OOC. An independent external audit is published with the annual report.

Article 8 — Sub-Committees

The Board may form standing or ad-hoc sub-committees — including Technical, Refereeing, Women's Fencing, Youth Development, Anti-Doping, and Finance — each chaired by a Board member and accountable to the Board.

Article 9 — Discipline and Appeals

Disciplinary matters are handled by the Disciplinary Committee in line with the OFC Code of Conduct, Anti-Doping Rules and Safeguarding Policy. Decisions may be appealed within fifteen days to the OOC arbitration body.

Article 10 — Amendments

These bylaws may be amended at an Extraordinary General Assembly, by a two-thirds majority of members present, provided proposed changes were circulated at least thirty days in advance. Amendments take effect upon OOC and ministerial ratification.
